President Claudia Sheinbaum announced an investment of MX$12 billion (US$636.7 million) for Colima over the next two years, targeting priority projects in health, infrastructure, education, water supply, and social programs.

During a tour of the state, President Sheinbaum specified that MX$5 billion of the total budget is designated for the government's Well-being Programs.

A portion of the funds will go toward the state's health system. The plan includes an investment of over MX$800 million for the rehabilitation of three IMSS-Bienestar hospitals starting July 17, 2025. These are the University Regional Hospital, the Manzanillo General Hospital, and the Tecoman General Hospital. Additionally, a new Mexican Social Security Institute (IMSS) hospital will be constructed in Manzanillo. According to Zoé Robledo, Director General, IMSS, the new hospital will feature 73 beds and 21 medical specialties, with completion expected in 1Q27.

To address water scarcity, the Agua para Colima (Water for Colima) program will receive MX$2.1 billion for projects managed by the National Water Commission (CONAGUA). Efraín Morales, Director General, CONAGUA, says that this includes MX$1.8 billion for the construction of an aqueduct intended to solve water supply issues for Colima and Villa de Alvarez for the next 50 years, plus MX$280 million for an agricultural irrigation project in Armeria.

The Ministry of Infrastructure, Communications, and Transport (SICT) will manage nearly MX$2 billion in works through 2030, with MX$517 million slated for 2025. Minister of Infrastructure Jesús Esteva says that these funds will be used for road rehabilitation and the construction of four bridges. In education, the CBTIS 19 high school will be expanded to create more student capacity.
