Mexico Advances Milk for Well-Being Program

As part of the Milk for Well-Being program, the Ministry of Agriculture and Rural Development (SADER) reported progress on pasteurization and drying plants in Campeche and Michoacan, along with the opening of a new SUPERISSSTE store in the state of Mexico.

SADER announced that construction of the Campeche milk pasteurization plant is now 70% complete, and work is ongoing to prepare the milk drying plant in Michoacan. The Campeche facility is expected to process 100,000L of milk daily by the end of the year, while the drying plant, scheduled to start operations in September 2026, will handle 250,000L daily. Both projects represent a total investment of MX$1.2 billion (US$65.98 million).

Víctor Hugo López, Social Supply Manager, Milk for Well-Being, said that current national production stands at 13 billion L annually. The national registry includes 3,000 producers, each receiving a guaranteed price of MX$11.5/L. The ultimate goal is to increase production to 15 billion L per year by the end of the current administration.

Currently, there are 12,500 dairy outlets across more than 2,160 municipalities nationwide. López said the aim is to expand to 15,000 outlets to increase coverage throughout the country. The program already benefits 6.3 million people, with a target of 7 million by the end of this year and 10 million by 2030.

As well as all other Food for Well-Being products, dairy derivatives are available in more than 12,500 Well-Being stores nationwide. Moreover, this week, a new SUPERISSSTE store opened at the project headquarters in Naucalpan, State of Mexico. López noted that the 43 SUPERISSSTE branches across the country offer a wide variety of quality dairy products at fair prices.

The retail price of the milk is MX$7.5/L, aimed at helping vulnerable populations who cannot afford regular supermarket prices, which can reach MX$25/L or more. Dunia Ludlow Deloya, Director, SUPERISSSTE, thanked the project team for their support in the store’s opening, noting that from February, 2025, to date, SUPERISSSTE has sold 135,530 Milk for Well-Being  products.

Martí Batres, Director General, Institute of Social Security and Services for State Workers (ISSSTE), recognized the joint efforts of both institutions and emphasized that the revival of ISSSTE, SUPERISSSTE, and Milk for Well-Being ensures popular access to dairy products, strengthens the domestic market, and supports the national economy.

In terms of nutritional value, authorities highlighted that unlike other products sold in convenience stores, Milk for Well-Being is 100% cow’s milk fortified with folic acid, zinc, and vitamins A, B2, and B12. It is also low in saturated fats, sugars, and sodium. The milk is available in whole, semi-skimmed, skimmed, and lactose-free varieties in 1L cartons, as well as smaller cartons of plain and flavored options in chocolate, strawberry, and vanilla.
