New updates and news are advancing at a dizzying pace, as recently discussed in the case of DeepSeek, an artificial intelligence chat created by a company of Chinese origin with the same name, which competes with similar and very popular models such as OpenAI’s ChatGPT.

Unlike similar AI services, DeepSeek is open source, a feature that allows any user to understand its internal workings, freely use the technology, and modify it for various purposes and scenarios. This open-source model not only presents a wide range of opportunities but also encourages the development of similar models that can be enhanced or repurposed. The potential of DeepSeek is vast, offering a promising future in the AI landscape.

In addition to the evident risks associated with rapid technological advancement, the swift proliferation of the open-source model highlights its potential for significant expansion across various sectors. This phenomenon not only accelerates innovation but also introduces the possibility for these systems to implement technological modifications without the constraints of traditional bureaucratic processes. For instance, renowned companies such as BYD and Nissan have already begun to integrate the advanced DeepSeek system into their electric vehicles, enhancing features such as navigation and efficiency. Furthermore, several Chinese municipal governments, specifically Beijing, Shanghai, Shenzhen, and Guangzhou, have proactively announced their plans to incorporate DeepSeek into their urban transportation networks, reflecting a growing trend toward embracing cutting-edge technologies in public services. This collective momentum underscores a transformative shift within both the private and public sectors as they harness promising open-source solutions.

In this regard, governments in different countries have had to act to regulate the use of artificial intelligence. For example, in 2024, the United States and the United Kingdom announced a joint effort to regulate and ensure security related to AI. In addition, the US House of Representatives is already seeking to ban the DeepSeek application on federal devices, and the Italian government has already removed the software from Apple and Android stores, which shows how quickly governments must address these issues.

As of now, Mexico lacks specific legislation dedicated exclusively to AI. However, the nation is actively working toward the development of comprehensive regulations that aim to protect individual privacy and intellectual property rights in the context of AI technologies. This initiative seeks to not only encourage the responsible adoption of AI but also to safeguard personal data against misuse and prevent cybercrimes, which are becoming increasingly prevalent in the digital age.

Key components of this regulatory framework include the establishment of a Mexican Ethics Council for AI, which will be tasked with overseeing the ethical implications of AI deployment. This council will focus on ensuring that AI systems are developed and utilized in a manner that is transparent, fair, and respectful of human rights. Additionally, the initiative emphasizes the importance of fostering innovation within the tech industry, ensuring that Mexico can remain competitive while adhering to ethical standards. By balancing these priorities, Mexico aims to create a robust environment for AI that protects citizens while promoting technological advancement.

Experts must align the pace of Artificial intelligence adoption with the principles of effective management and efficient utilization, all the while respecting the careful approach typically seen in the public sector that these regulations ultimately depend on. We are venturing into a landscape that is not only partially uncharted but also evolves at an astonishing rate. To cultivate a positive and constructive relationship with these transformative technologies, it is crucial to examine them through a comprehensive lens that encompasses their potential benefits as well as their inherent risks.
