Mexico, Canada Strengthen Energy Cooperation 2025–2028

Mexico and Canada have strengthened a bilateral relationship spanning more than 81 years, including three decades of free trade and 21 years of coordinated cooperation through the Mexico-Canada Alliance. Building on this foundation, both governments unveiled the Mexico Canada Action Plan 2025–2028, a roadmap designed to guide strategic priorities across prosperity, mobility and well-being, security, and environmental sustainability.

A key pillar of the plan focuses on energy and infrastructure, highlighting joint efforts to develop integrated trade and energy corridors. Both countries have committed to strategic dialog between governments and industries to identify collaborative opportunities in long-term infrastructure projects. This includes potential cooperation in renewable energy, clean hydrogen, and carbon capture, utilization, and storage (CCUS). A study visit is planned to deepen bilateral knowledge exchange and explore further areas of collaboration.

Environmental sustainability and climate action also underpin the energy agenda. Mexico and Canada will strengthen transparency and accountability in reducing emissions, with particular attention to methane and black carbon management in the natural gas supply chain. Technical exchanges through the Bilateral Working Group on Environment and Sustainability will support the implementation of mitigation measures and adaptation strategies tailored to the vulnerabilities of each country.

The plan further emphasizes the energy transition, including technology transfer and investment in low and zero-emission energy solutions. Areas of focus range from improving energy efficiency in industrial processes to workforce development and academic collaboration. In hydrocarbons, both countries aim to identify joint initiatives for energy security, enhance production practices, and promote environmentally responsible extraction. Collaboration will also target the optimization of electricity systems, smart grid development, and the expansion of renewable energy projects in wind, geothermal, and bioenergy. Additionally, both governments seek to advance electric mobility and public transit initiatives, while continuing to reduce emissions from oil and gas operations.
