Sinaloa Governor Unveils Plan to Boost State's Energy Sector

Sinaloa Governor Rubén Rocha is introducing a new economic and social reactivation plan for northern Sinaloa, which focuses on the Ahome municipality. During a press conference, he highlighted major infrastructure projects, many of them related to the energy sector. These projects aim to boost the local economy and create jobs.

At the center of the announcement is the designation of Topolobampo as a Polo del Bienestar, a strategic development hub under the federal Plan México. The port city is set to host a wave of large scale energy and industrial projects, representing an estimated investment of US$13 billion. This investment aims to position it as one of the 14 national development poles in the country. Projects already in motion within Topolobampo include:

  • MEXINOL’s Methanol Plant

  • GPO/PROMAN’s Ammonia Plant

  • DH2 Energy’s Green Hydrogen Plant, powered by solar energy 

  • SEMPRA Energy’s LNG Terminal

  • Oroco Resource Corp’s Copper Mining Project

  • Puerta Pacífico Industrial Park

Rocha also highlighted improvements to water infrastructure in Topolobampo and surrounding communities, including the expansion of the local water treatment plant and new clarifiers, aimed at improving access to potable water. These works form part of a broader package of 24 projects for the Ahome municipality.

In terms of connectivity, Rocha said that the federal government will be backing a long-discussed 72 km highway linking the port of Topolobampo with Ojinaga, Chihuahua. 

Rocha said that this is not just a plan, but a tangible, multifaceted project already making strides within the state. “We are not here to announce a hypothetical event, actually, we are going to create 600 direct jobs with the projects that are already announced, there is not a single municipality without a scheduled project,” he says.
