Sheinbaum Launches Plan to Improve Eastern State of Mexico

President Claudia Sheinbaum has officially launched the “Love for Love” Comprehensive Plan for the eastern municipalities of the State of Mexico, a sweeping initiative aimed at improving quality of life across key areas such as healthcare, education, public safety, transportation, urban development, and water infrastructure. The plan targets 10 densely populated municipalities: Tlalnepantla, Nezahualcoyotl, Chalco, Chicoloapan, Chimalhuacan, Ecatepec, Ixtapaluca, La Paz, Texcoco, and Valle de Chalco Solidaridad.
Focus on Water and Infrastructure
A top priority under the plan is investment in water and sewage systems. In Ecatepec, 20 previously inoperative wells have been reactivated, and in Chalco, a major drainage collector project is underway to prevent flooding during the rainy season. This infrastructure rescue includes the Collector Solidaridad and a new pumping station, which Sheinbaum and the State of Mexico Governor Delfina Gómez visited to supervise advances.
While inspecting the Chalco drainage project, Gómez urged residents to support these infrastructure efforts by keeping streets, drains, and sewers free of waste — preventing blockages and reducing the risk of future flooding.
The new system replaces infrastructure that collapsed after years of neglect by past administrations, say authorities. Federal, state, and municipal authorities, alongside agencies such as National Water Commission (CONAGUA) and State of Mexico Water Commission (CAEM), are working in coordinated efforts to complete the project in time for the rainy season.
A Transportation Overhaul
Public transport upgrades include the inauguration of the Chalco–Santa Martha Elevated Trolleybus on May 12, with a future extension to Ixtapaluca. New Cablebus lines will also be introduced, and outdated buses will be replaced. To enhance urban safety and mobility, the plan includes the construction of at least 1,000km of Safe Pathways, improved street lighting, and the provision of road paving machinery to each municipality for local repairs.
Sheinbaum also detailed plans for a unified security command in the eastern region, integrating municipal and state police forces with federal agencies such as the National Guard, the Ministry of Security and Citizen Protection, and the Attorney General’s offices.
Armando Quintero, Coordinator, National Institute for Federalism and Municipal Development (INAFED), announced that over MX$13.5 billion (US$688.84 million) will be invested in 2025 alone, with more than MX$48 billion (US$2.45 billion) projected for the full six-year term. Over MX$33 billion (US$1.68 billion) are already allocated through Wellbeing Programs benefiting more than 275,000 residents.
Housing development is another critical area. Edna Vega, Minister of Agrarian, Territorial and Urban Development, reported that 47,764 households have already received MX$40,000 housing support payments, and 40,288 more will be distributed shortly. In Tlalnepantla alone, 1,600 payments were distributed in a single day, out of a goal of 6,000. Additionally, 2,000 land titles have been delivered, 71,000 Wellbeing Housing units will be built, and technical assistance is being provided for urban development planning.
