OTM Begins Pre-Startup Tests at Valero’s Altamira Fuel Terminal

Operadora de Terminales Marítimas (OTM), a subsidiary of Grupo MexPlus, has begun pre-startup testing at Valero’s new distribution terminal in Altamira, Tamaulipas, as part of its commissioning process. In the coming days, three Valero vessels carrying regular gasoline, premium gasoline, and ultra-low sulfur diesel are expected to arrive at the Port of Altamira to support the pre-operational phase of the terminal.

Ahead of these arrivals, OTM MexPlus, Valero México, and officials from the National Customs Agency of Mexico (ANAM) met on June 24 with port authorities, the Altamira Port Administration (ASIPONA), the Naval Port Protection Unit, and the Altamira Harbor Master to coordinate the vessel entries in compliance with federal regulations.

The terminal represents a US$180 million investment and will offer a storage capacity of 1.1MMb. Full operations are expected to begin in 3Q25, bringing economic benefits to the region and increased tax revenues for the federal government.

OTM and Valero will continue working closely with Mexican authorities to help meet the country’s growing fuel demand safely, competitively, and under the highest quality standards.

In the announcement, Valero highlighted that the project reinforces its long-term commitment to Mexico, where its infrastructure investments now exceed US$1 billion.
