Mexico Seeks Cohesive National Position Ahead of USMCA Review

Minister of Economy Marcelo Ebrard highlighted that the Ministry is conducting consultations with leading sectors and states to form Mexico’s most unified position for the upcoming USMCA review. Ebrard highlighted meetings with the Business Coordinating Council and labor unions, co-organized with the Ministry of Labor, to incorporate multiple perspectives and identify shared priorities. Following President Claudia Sheinbaum’s guidance, Mexico aims to enter the 2026 USMCA review with a nationwide, widely supported stance.
The Ministry of Economy has organized nine sectoral working groups covering technology, professional services, agroindustry, light vehicles, metals, metalworking, circular economy, aerospace, footwear, textiles, cement, glass, and ceramics. Additionally, eight state-level consultations were held in Coahuila, Oaxaca, Aguascalientes, Sonora, Tabasco, Hidalgo, Michoacan, and Tamaulipas to gather proposals and perspectives from local economic actors.
Ebrard noted that 32 states and 30 economic sectors are being consulted, including, for the first time, labor unions. The goal is a coordinated review with the United States and Canada that mitigates the impact of unilateral tariffs.
