Mexico to Invest MX$6 Billion to Safeguard PEMEX Infrastructure

The Mexican government is advancing plans to acquire 20 aircraft to bolster surveillance over strategic areas, particularly infrastructure belonging to Petróleos Mexicanos (PEMEX), in response to rising criminal activities. According to a technical document obtained by El Universal, the Ministry of the Navy (SEMAR) has proposed a MX$6 billion (US$300 million) investment for the purchases. 

The document highlights the growing need for enhanced security as organized crime becomes increasingly sophisticated and violent, posing significant threats to national security and public safety. “Insecurity is the most pressing issue facing the population, and the government is deeply concerned. The rise in violent organized crime has fostered uncertainty and distrust among citizens,” the report states.

It underscores the importance of strengthening the nation’s capacity to address both internal and external threats. “An armed force equipped to tackle these challenges is essential. Enhanced logistical and operational capabilities will help preserve national security with broader coverage across the country and maritime zones,” the document explains.

The proposed acquisition includes 10 airplanes, 10 helicopters, and six mission equipment units. These aircraft will support various operations such as ambulance services, search and rescue missions, surveillance, and logistical transport. The vehicles will primarily protect critical infrastructure, including oil fields in the Gulf of Mexico, the Sonda de Campeche, the Istmo de Tehuantepec, and other maritime areas.

"The sophistication of organized crime today requires these measures to protect our energy infrastructure and ensure national security," said Oscar Ocampo, energy coordinator, Mexican Institute for Competitiveness (IMCO).

The report also identifies strategic zones requiring constant monitoring and protection, including the Sonda de Campeche and the Gulf of California, both integral to Mexico’s energy sector and overall stability. SEMAR expressed specific concerns over rising security issues in these areas, particularly ongoing fuel theft.

The request for the aircraft is awaiting approval and resource allocation from the Ministry of Finance (SHCP). If approved, the purchase would enhance the Navy’s operational capabilities, improving response times and providing more comprehensive coverage of key energy infrastructure across the country.

The escalating criminal activity has directly impacted PEMEX. On Feb. 13, criminals boarded the Zaap-D satellite platform in the Gulf of Mexico, stealing communication devices, tools, and equipment. In response, PEMEX has strengthened security in the Sonda de Campeche by increasing physical security agents and coordinating with the Navy for additional patrols.
