US Rejects ICAO Fuel Plan, Cites Unfair Advantage for Brazil

The United States has expressed strong opposition to a recommendation on sustainable aviation fuels (SAF) presented during the 13th triennial meeting of the International Civil Aviation Organization’s (ICAO) Committee on Aviation Environmental Protection (CAEP). 

The US government argues that the recommendation, which involves multi-cropping as a method for SAF production, would disproportionately benefit Brazil while disadvantaging American farmers and the domestic aviation industry.

“This proposal is premature and lacks sufficient justification,” stated the US State Department, citing concerns that it could place US agricultural producers at a competitive disadvantage and incentivize deforestation in tropical regions.

The recommendation highlights multi-cropping—the practice of growing multiple crops on the same land—as a key strategy for SAF production. The United States contends that this approach could shift economic benefits to Brazil, where multi-cropping is more prevalent. The State Department reaffirmed its commitment to participating in ICAO and CAEP discussions to ensure future recommendations align with US national interests.

“We are willing to continue working with member states, industry stakeholders, and other observers on recommendations that uphold aviation safety and maximize contributions to ICAO,” the statement added.

The US opposition is consistent with the objectives of the recent Executive Order, Putting America First in International Environmental Agreements, which prioritizes protecting domestic economic interests in global environmental negotiations.

During the meeting, the U.S. delegation worked with over 33 member states, industry representatives, and observers to develop recommendations supporting U.S. leadership in areas such as aviation safety and civil supersonic aircraft development.

“We deeply appreciate the hard work of ICAO, as well as the co-chairs and co-facilitators of CAEP and its working groups, in organizing this session in Montreal,” the delegation stated.
