Mexico City Reintroduces Permanent Driver’s License

The Mexico City government has announced the reintroduction of the permanent driver’s license, set to launch in November 2024. This initiative, led by head of government Clara Brugada, marks a significant change from the current system, which requires licenses to be renewed every three years.

Brugada plans to submit a proposal to the local Congress to amend the city’s Fiscal Code, officially reinstating the permanent license as a right for residents.

The permanent license was previously available to drivers in Mexico City until 2008, when the policy changed under Marcelo Ebrard's administration, limiting licenses to a specific validity period. The cost for the permanent license is set at MX$1,500 (US$83).

Brugada emphasized that current license holders will have the option to renew their licenses automatically under the new permanent system. However, new applicants will need to pass an exam to qualify. "The exam will be accessible online, with assistance available at various service centers," she noted.

Secretary of Mobility Héctor Ulises García Nieto specified that the criteria for obtaining the permanent license include possessing a valid driver’s license, having no traffic-related convictions, and not being penalized under the city’s “Driving Without Alcohol” (breathalyzer) program.

García Nieto also indicated that the licensing process will be hybrid, allowing applicants to complete it either in-person or online through the “Llave Ciudad de México” platform. This system utilizes biometric data for secure identity verification and to confirm that applicants meet all necessary conditions. He added that new applicants will be assessed on their knowledge of traffic laws, road safety, and different types of transportation.

Juan Pablo de Botton Falcón, Secretary of Administration and Finance, projected that between 800,000 and 1 million permanent licenses will be issued in the first year, potentially generating MX$1.2 to MX$1.5 billion to enhance Mexico City’s revenue. He also stated that the government plans to establish a cost-free trust to ensure transparency in the allocation of resources for public transport infrastructure, non-motorized mobility, and road safety initiatives.

The application period for the permanent license will remain open until December 2025.
