Senate Receives ANIA Report on AI Governance, Proposals

The National Artificial Intelligence Alliance (ANIA) has presented the report "A replicable model for the governance of AI. ANIA Mexico use case" to the Senate Commission in charge of the analysis and evaluation of the development of AI in Mexico. The report contains specific regulatory proposals and data on technological adoption in the country. 

"Science and technology advance minute by minute, so we must work constantly to stay at the forefront on this issue," says Senator Juanita Guerra, Secretary, Commission on Science, Humanities, Technology and Innovation. 

The report outlines ANIA’s main achievements, including the development of a comprehensive proposal for the National AI Agenda 2024-2030. This agenda contains eight public policy recommendations with 56 actions for implementation, 29 regulatory recommendations, 14 governance recommendations, and three related to evaluation indicators. To address specific areas, technical subgroups focused on neuro-rights, cybersecurity, and regulatory sandboxes were formed.

During the presentation, Cristina Martinez Pinto, CEO, PIT Policy Lab, explained the possible routes to advance effective AI governance in Mexico. The report also highlights the need to institutionalize ANIA as a permanent advisory body to ensure continuity and legitimacy in the long term.

Representatives from the private sector and multilateral organizations that participated in the report, such as Microsoft and the Development Bank of Latin America and the Caribbean, agree on the importance of having solid mechanisms for international regulation and collaboration. 

The report also identifies structural challenges limiting the development of this technology, such as the low participation of the federal government, technical barriers to adoption, and the effects of political transition cycles. It highlights the need to strengthen institutional leadership and promote participatory and transparent governance processes.

The document will be evaluated by various senatorial commissions to generate a comprehensive legislative proposal. According to the legislators, the next step will be to promote a Mexican Artificial Intelligence law, backed by technical evidence and consultations with key players in the digital ecosystem. 

The ANIA, created in 2023, is a multi-sector platform that integrates government, academia, the private sector, and civil society. Its main objective is to promote the ethical, transparent, and responsible use of AI through the generation of regulatory frameworks, promotion of human rights, and alignment with international standards.

ANIA promotes capacity building through the AcademIA program, a digital literacy initiative that has reached over 3,000 people, particularly teachers, women, and small and medium-sized enterprises.
