ICC Mexico Urges Publication of CEL Requirements
The International Chamber of Commerce Mexico (ICC México) made an urgent call for the publication of Clean Energy Certificate (CEL) requirements for 2025, 2026, and 2027 before the end of March, in line with the provisions of Art. 124 of the Electricity Industry Law.
Clean Energy Certificates, issued by CRE, validate the production of 1MWh of electricity from clean sources. These certificates play a crucial role in translating national clean energy goals into individual consumption obligations.
Recognizing the benefits of clean energy generation, including enhanced energy security, reduced fossil fuel reliance, climate change mitigation, greenhouse gas emission reduction, and decreased air pollution-related health issues, ICC México emphasizes the importance of establishing clear requirements.
The suspension of various energy reform instruments, including CEL issuance, following the advent of the current administration, underscores the need for prompt action. ICC México stresses the need for prioritizing clean energy despite ideological shifts, ensuring a balanced energy sector that accommodates both public and private participation.
According to Luces del Siglo, SENER will restore the CELs scheme that operated until before the 2019 reform, “which made them practically useless.” SENER sent to the National Commission for Regulatory Improvement (CONAMER) the project to repeal the agreement by which the requirements for granting CELs were modified. A judge ordered on June 15, 2022, CRE to eliminate the 2019 rules.
