Alejandro Encinas, incoming Minister of Urban Planning, Territorial Order, and Metropolitan Affairs for Mexico City, announced plans to develop a high-tech industrial park in Pantaco, Azcapotzalco. This initiative is part of the new administration's strategy under the leadership of the incoming Mayor, Clara Brugada, to create jobs and take advantage of the nearshoring trend.

Encinas shared these plans during a meeting with members of the Iztapalapa Business Association (AEI). The project is expected to be located on the site of the former Pantaco railway station, which is operated by Grupo México. The site, with 80% of the land concessioned to Grupo México and 20% under federal ownership, is considered strategically important due to its potential connection with the Felipe Ángeles International Airport (AIFA). "The operation of Pantaco by Grupo México provides an opportunity to develop a platform that could benefit from nearshoring and its connection to AIFA," Encinas stated.

AEI expressed interest in using abandoned or underutilized spaces in the city to establish new businesses and industrial parks. In line with AEI, Encinas outlined plans to decentralize certain government functions, shifting responsibilities from the central offices to the boroughs, as reported by El Economista. This change is aimed at streamlining construction-related processes. "For the first time, government representations will be established in each of the boroughs to handle services such as construction permits, alignment approvals, environmental impact studies, and water impact assessments," Encinas said.
