PEMEX Must Disclose Financial Information About Dos Bocas: INAI

The National Institute for Transparency, Access to Information and Personal Data Protection (INAI) has ordered PEMEX to provide all financial information, as well as work schedules, for the new Olmeca refinery in Dos Bocas, Tabasco. This project has been delayed for a year and three months, with an investment exceeding US$18 billion, as acknowledged by the federal government.
"The information requested pertains to one of the flagship projects of the Federal Executive, which, upon completion, would increase the supply of gasoline and diesel in Mexico, with the goal of achieving self-sufficiency in production in the medium term, thus offering better fuel prices to Mexican consumers," emphasized Commissioner Adrián Alcalá Méndez when presenting the matter to the INAI Plenary.
This decision comes after the state-owned oil company declared itself unable to provide information to fulfill a citizen's request, which led to the INAI deeming their appeal as valid, reported El Economista. INAI revoked PEMEX's response and ordered the institution to assume responsibility for the matter in order to seek and provide details on the construction and installation project for the Olmeca Refinery in Dos Bocas, Tabasco, along with progress reports, schedules and calendars.
When analyzing the case, Alcalá Méndez pointed out that PEMEX does have the competence to provide the requested information as administrative units within PEMEX oversee each of the actions carried out by subsidiary companies, including PEMEX Transformación Industrial. Moreover, Alcalá Méndez stated that the relevance of this matter lies in the fact that President Andrés Manuel López Obrador announced that as of September 1 of this year, production of 290Mb/d would begin at Dos Bocas.
"Through this, individuals can conduct a sort of audit or social oversight with the aim of holding authorities accountable for what they have reported," he pointed out.
