2026 Economic Plan: Fiscal Discipline, Social Program Guarantees

President Claudia Sheinbaum announced that the 2026 Economic Package is guided by fiscal discipline, stronger revenue collection, and the protection of social programs, despite the financial challenges posed by debt maturities inherited from previous administrations.
Sheinbaum explained that Mexico faces payment obligations in 2025 and 2026, largely linked to debt contracted during the administration of former president Enrique Peña Nieto. “When debt is acquired, it must be repaid. Whenever possible, it is refinanced to avoid large annual payments, but the burden in 2025 and 2026 is tied mainly to PEMEX maturities and interest. The goal is to ensure that by 2027 these pressures are no longer present,” she stated.
Sheinbaum noted that her government is working on debt renegotiation to reduce its impact on public finances, reaffirming her commitment to fiscal consolidation with the lowest possible deficit. On revenue collection, she announced that the Economic Package will include a customs reform as well as new measures in the fiscal framework to combat tax evasion.
The president emphasized the importance of tackling false invoicing, which continues to affect revenues despite stricter controls by SAT. “False invoices remain a problem, but we are putting in place tighter safeguards. Beyond SAT oversight, we have now classified false invoicing as a serious crime. Along with customs reform, both measures are included in the budget,” she explained.
Sheinbaum ruled out the creation of new taxes for 2026 and stressed that the plan provides sufficient resources to sustain social policy and infrastructure projects. “All social welfare programs are guaranteed, including the launch of scholarships for elementary school children, as I committed. Public investment is also secured,” she affirmed.
Although she did not provide an estimate of additional revenues, Sheinbaum said the Ministry of Finance will present detailed figures in a press conference on Sept. 9. She also announced that a full presentation of the Economic Package will take place during her morning conference on Sept. 10.
