Mexico’s 2026 Budget Gives Just 0.67% to Clean Energy

Clean energy and energy sustainability programs in Mexico will receive just 0.67% of the proposed 2026  energy sector budget, despite a projected 84.5% increase in total energy spending, according to an analysis by Excélsior. Of the MX$267 billion (US$14.5 billion) proposed under the Proyecto de Presupuesto de Egresos de la Federación (PPEF), only MX$1.8 billion is earmarked for clean energy and sustainability initiatives. In contrast, nearly 98.6% — MX$263.5 billion—will go to hydrocarbons, largely funding the Subsecretaría de Hidrocarburos.

Allocations for clean energy entities include MX$1.15 billion (US$62.8 million) for the General Directorate of Renewable Energies and MX$427 million (US$23.3 million) for the National Institute of Electricity and Clean Energies. However, these resources are directed entirely to operational and personnel expenses, leaving little for new projects.

Energy analyst Gonzalo Monroy described the budget as inconsistent with Mexico’s clean energy objectives. He noted that no new wind projects are included and geothermal development remains limited. According to Monroy, such gaps make it unlikely that Mexico will meet its 35% clean energy generation target by 2030, as established in the Ley General de Cambio Climático.

Mexico’s clean energy generation stood at 24% in the first quarter of 2025, according to the Mexican Institute of Competitiveness (IMCO). This figure lags far behind the 45% goal set for 2030 under the Plan Nacional de Desarrollo 2025–2030.
