Mexico Unveils National Public Tech Repository

The Agency for Digital Transformation and Telecommunications (ATDT) is officially launching the National Public Technology Repository, a platform designed to centralize open-source software for government entities. This system allows state and municipal administrations to implement proven technological solutions, which eliminates project duplication and optimizes public spending.

The initiative seeks to dismantle the dependence on private vendors for essential government services. José Antonio Peña, Head, ATDT, says the goal is to reduce inequalities in digital capabilities among states and municipalities while ensuring that "every development financed with public resources must be public."

This strategy reinforces the federal pursuit of technological sovereignty by classifying software funded by the state as a public asset that is accessible and adaptable for any level of administration.

This project addresses the technological fragmentation that has historically characterized public administration in Mexico. Previously, government entities often contracted proprietary developments to solve identical problems, which generated excessive costs and vendor lock-in.

The repository functions as the core of the National Center for Public Technology. Its technical architecture aims to resolve three critical challenges:

  • Budget Efficiency: It removes the need for recurring investments in licenses and development from scratch.

  • Standardization: It homologates service quality, which allows a municipality with limited resources to implement the same technological standards as a federal entity.

  • Data Sovereignty: It ensures that control over critical infrastructure and code remains with the state.

The platform is composed of a series of modular applications. Users can access the full source code, functional descriptions, and deployment guides for various tools. The repository currently integrates high-impact digital assets developed primarily by the Digital Agency for Public Innovation and the ATDT.

Notable tools available for immediate implementation include:

  • LlaveMX: A unified digital identity system that allows for session management and cross-platform procedures.

  • Denuncia Digital: A tool that allows citizens to request the opening of an investigation file via the internet.

  • Appointment Portal: A module for managing user flow and government service scheduling.

  • Open Data Platform: Infrastructure that consolidates more than 3,100 databases from 119 public institutions to facilitate interoperability.

  • Registry of Alimony Debtors: A system that publishes the identity of individuals who fail to meet alimony obligations.

Specialized systems developed at the local level will gradually migrate to the repository following ATDT’s technical roadmap. These systems include the Supplementary Medicine Supply System from Nayarit, the Renal Patient Tracking System from Aguascalientes, the Online Payment Gateway from Michoacan, and the Urban Viewer from Culiacan, among others.

To ensure the sustainability of this ecosystem, the agency also activated the Public Code School. This initiative provides technical training to government officials, which ensures the maintenance and evolution of the software without the need for external intermediaries. To access the source code, interested agencies must authenticate using institutional credentials validated by LlaveMX.
