Howard Lutnick, Donald Trump’s nominee for US Secretary of Commerce, stated that Canada and Mexico could avoid tariffs by taking swift and decisive action to curb the entry of fentanyl and illegal immigrants into the United States.

"This is not a tariff per se; it is a domestic policy measure. It is a separate tariff designed to prompt action from Mexico and Canada. From what I understand, they are responding swiftly, and if they follow through, tariffs will not be imposed," said Lutnick.

Lutnick clarified that these tariffs were separate from a broader initiative led by the Department of Commerce, the Office of the US Trade Representative, and the Treasury Department to reassess trade relationships and tariff structures ahead of the April 1 deadline.

Lutnick voiced his preference for assessing tariffs on a country-by-country basis rather than applying them to specific products, arguing that such an approach would lead to trade balance. “We can use tariffs as a tool to ensure reciprocity, fairness, and respect. The United States faces an unfair global trade environment. Other countries impose higher tariffs, maintain restrictive trade barriers, and provide subsidies that put American industries at a disadvantage,” he added.

If confirmed, Lutnick is also expected to oversee a department responsible for regulating export controls on strategic rivals such as China, with a particular focus on sensitive technological and military products.
