Aerus CEO Calls for Mexico Regional Aviation Policy

Javier Herrera García, CEO, Mexican regional airline Aerus, has called for the creation of a state policy to support the country’s regional aviation sector. “We are one of the few economically developed countries without support for regional aviation,” Herrera said during a press briefing. He cited international models such as the US Essential Air Service (EAS) and government-backed subsidies in Spain and Brazil as examples Mexico could follow.

“In the United States, it is not a subsidy, it is a revenue guarantee that allows routes to be profitable,” Herrera explained. “In Spain, locals receive government-subsidized discounts in remote areas. These programs generate passenger movement. Brazil has similar support, but in Mexico, there is no formal mechanism for new route development.”

Mexico’s regional airlines currently include Aerus, Aéreo Servicio Guerrero, Aerotucán, Magnicharters, TAR, Señor Air, Mexicana (as a state operator), and Aeroméxico Connect. Herrera emphasized the importance of collaboration with local, state, and federal governments. “This is a shared development program, but there is no legislative framework to ensure long-term support,” he said.

Despite limited structural support, Aerus transported over 35,000 passengers in 1Q25 and expects to surpass 100,000 by year-end. The airline launched a daily route this week from Felipe Ángeles International Airport (AIFA) to Ciudad Victoria and plans to add flights to Lázaro Cárdenas and Morelia by late 2025 or early 2026.

Aerus currently operates eight Grand Caravan aircraft, with two more expected in the coming semester. All planes are being upgraded to accommodate 12 passengers. Herrera said Aerus is not currently pursuing routes to the Islas Marías, focusing instead on expanding within Mexico's metropolitan areas.
