Finance Ministry Approves CNE’s MX$60.3M Fee Collection

The Ministry of Finance (SHCP) has authorized the National Energy Commission (CNE) to collect a total of MX$60.39 million in regulatory fees for services provided to industry operators, according to a notice published last week in the Official Gazette. The amount represents a 2.2% increase compared with what was approved last year for the now-defunct CRE, equivalent to an additional MX$1.3 million. The fees, categorized as aprovechamientos under fiscal law, were approved through SHCP’s official communication 349-B-212 and cover 145 different services.

The updated schedule replaces last year’s 153 items with a streamlined list, though not all fees are recurring. Some apply to one-time services, while others are triggered each time a company submits a specific request. In practice, the MX$60.39 million is not a guaranteed annual inflow. For comparison, the CRE reported MX$150.49 million in fees and rights during 2023.

The SHCP clarified that, in line with the 2025 Federal Revenue Law, income from these fees must be deposited directly into the Treasury via the SAT’s electronic payment system.

The move comes as CNE, led by Juan Carlos Solís, consolidates its role as Mexico’s primary energy regulator after the 2024 constitutional reform that dissolved CRE and reassigned its responsibilities.
