ICC Mexico Calls for Timely Release of Clean Energy Goals
The International Chamber of Commerce Mexico (ICC México) urged SENER to publish the updated CEL requirements for 2028, 2029 and 2030 before the end of April, to support investment planning and help meet national clean energy targets.
The organization stated that the publication of these requirements represents a critical regulatory signal for private and public sector actors seeking to invest in the energy sector. It also called for alignment of the new requirements with recent legal reforms that allow all clean power plants to be eligible to receive CELs, a change that opens new avenues for energy diversification and enhances energy security.
“ICC México recognizes and supports the federal government’s efforts to accelerate the energy transition through the promotion of clean energy and effective implementation of CELs,” the group stated.
ICC México added that meeting the 38% goal would also enhance the competitiveness of both domestic and international industries operating in Mexico, while supporting broader access to electricity from clean sources.
The group concluded by urging the Ministry of Energy to publish the CEL acquisition requirements for 2028 to 2030 during the first four months of 2025, as established by current electricity sector legislation.
