Mexico City Mayor Clara Brugada has unveiled a wide-ranging urban improvement plan for the area surrounding the iconic Estadio Azteca, as part of the preparation of Mexico City to co-host the 2026 FIFA World Cup. The initiative includes infrastructure upgrades, public space revitalization, sustainable housing projects, and enhanced mobility, all aimed at addressing long-standing community needs while preparing to welcome the global event.

“This is the first meeting we are holding in preparation for the World Cup — it is with the people, for the people, for those who live around here. We do not need flashy projects; we need solutions to historic problems. We are here to build a better future hand in hand with the community,” says Brugada.

Water Infrastructure, Public Lighting, and Green Housing

Top priorities include key water infrastructure improvements: the rehabilitation of seven water wells and the construction of three stormwater collectors — two within the neighborhood and one along Calzada de Tlalpan. According to Mario Esparza, Head, Water Management Department, these efforts could recover between 70L/s to 100L/s of water, enough to benefit more than 50,000 residents. The project is set to begin and conclude within the year, with federal support anticipated.

In terms of public safety and aesthetics, the programs “Illuminated and Safe Communities” and “Yolotl Anáhuac” will bring 819 new high-intensity LED streetlights and revitalization to over 11.9km of building facades. The plan also includes mural art, improved sidewalks, and upgraded lighting across the neighborhood. A new children’s park and a “Pathway for Free and Safe Women” will also be built along Avenida Santa Ursula.

Brugada also says that Santa Ursula Coapa will host the pilot for 100 eco-homes, featuring solar heaters, rainwater harvesting systems, and urban gardens, all subsidized by the local government.

Mobility Improvements and Community Dialogue

Brugada is also introducing plans to reduce traffic congestion, including a new trolleybus line connecting Ciudad Universitaria to Huipulco light rail station, which will soon receive 17 new trains with updated designs. Additionally, the CETRAM Taxqueña terminal will be refurbished, and two new bike parking stations will be built.

The mayor also committed to forming a working group with local residents to ensure transparent communication and collaboration throughout the execution of the projects.

Marcos Fuentes, one of the founders of the Santa Úrsula Coapa neighborhood, notes a planned investment of MX$1.2 billion (US$61.18 million) to construct a collector system for rainwater reuse. A proposal is also being evaluated to allocate 5,000M2 of wooded area to the community.
