Mexico Builds 300,000 Homes Under Housing for Wellbeing Plan

Mexico advances its Housing for Wellbeing plan with 300,000 homes under construction nationwide, aiming for 400,000 by year’s end.

According to Edna Vega, Minister of Agrarian, Territorial, and Urban Development (SEDATU), the government has already secured land reserves for 900,000 homes on well-located plots equipped with essential services. The 2025 goal targets the construction of 400,000 homes, 302,000 by INFONAVIT, 86,000 by CONAVI, and 9,000 by FOVISSSTE, representing 70% progress toward the annual objective. Vega adds that on Sept. 3, a cooperation agreement was signed among federal institutions to streamline processes and accelerate housing development.

The first 9,160 homes are already being delivered. Between October and December, INFONAVIT will hand over 5,660 units, while CONAVI will deliver 3,500 in December.

In addition to new housing, the program is advancing in home improvement loans. Out of the 2025 target to support 400,000 projects, CONAVI has granted 102,829, INFONAVIT 201,745, and the Federal Mortgage Society (SHF) 15,080. Meanwhile, 202,471 homes have been regularized or received property titles, through efforts by Infonavit (159,500), FOVISSSTE (38,230), and INSUS (20,241).

So far, 1.59 million people have benefited from measures such as debt forgiveness, loan freezes, restructurings, and settlements, 1.41 million from INFONAVIT and 183,833 from FOVISSSTE.

Octavio Romero, Director General, INFONAVIT, reports that of the 200,613 homes under process, 110,228 are actively being built, with a year-end projection of 302,171 homes, equivalent to 25% of the six-year goal. He also emphasized transparency, noting that citizens can track construction contracts through the government platform.

Carlos Martínez, Director General, CONAVI details that out of 86,708 homes in progress, 34,024 are under construction, 15,113 are in preparatory stages, and 37,571 are pending contract initiation. He also announced that from Oct. 13 to 19, registration will open for non-affiliated individuals seeking access to government-built housing.

Jabnely Maldonado, Executive Vocal, FOVISSSTE, highlights that through its Social Justice Program, the institute has issued 21,000 housing loans, representing 63% of its annual target and generating over MX$23 billion in investment. She also confirmed 30ha of land allocated for new projects in Puebla, Campeche, and Chiapas, with an additional authorized site in Atlixco, Puebla.

José Alfonso Irache, Director General, National Institute of Sustainable Land (INSUS), has announced the start of regularization for 562,156 plots nationwide, reiterating that the institute does not use intermediaries nor requests cash payments.
