SICT Simplifies Federal Trucking Procedures in New DOF Rule

The Ministry of Infrastructure, Communications, and Transport (SICT) published an agreement in the Official Gazette (DOF) on Dec. 26, 2025, to simplify several procedures handled by the General Directorate of Federal Motor Transport (DGAF), mainly by merging duplicative filings, updating procedure IDs, and eliminating certain procedures.
The change is framed under Mexico’s broader push for regulatory improvement and digitalization of government services, with SICT explicitly linking it to efforts to reduce bureaucratic costs and modernize processes. Instead of having to pick between multiple similar “versions” of a procedure, users will increasingly see one consolidated filing with one set of requirements, especially for common activities like new-vehicle transport plates, oversize cargo movements, and special route authorizations.
Several Procedures are Merged into Single Filings

Transfer plates for transporting new vehicles (now: SICT-03-004):
SICT merged the procedures that were previously split between drivers and manufacturers or distributors into a single procedure for manufacturers, drivers, and or distributors. Requirements include online preregistration, official ID, proof of payment, and insurance and bonding obligations, including civil liability coverage of 19,000 UMAs per vehicle and a compliance bond of 180 UMAs per set of plates requested. drivers must also provide supporting letters or service contracts with the assembler or distributor.

Federal passenger terminal construction permits (now: SICT-03-011):
The permit to build a federal passenger terminal is consolidated into one procedure (instead of separate tracks for individuals vs. companies). Requirements include the F01-TP form, documentation proving legal standing, certified proof of lawful possession of the property, land-use certification, the architectural project, internal operating rules, and proof of payment.

One-trip permits for oversize or overweight indivisible loads and industrial cranes (now: SICT-03-018):
SICT merged several one-trip permits for indivisible heavy or voluminous cargo (up to 90 metric t and above 90 metric t) and industrial cranes into a single procedure using the F01-VOL form. Core requirements include ID, civil liability insurance of 19,000 UMAs per vehicle, circulation cards for the vehicle combination and alternate equipment, and proof of payment. Additional technical documentation applies for loads above 90 metric tons, including drawings and weight and dimension evidence from the cargo issuer.

Special authorization for lower-class roads and high vehicles (now: SICT-03-054):
Three procedures were merged into one, covering authorization to use a road of lower classification for cargo vehicles and permits for vehicles up to 4.50m in height. The streamlined requirements center on either the F01-PAE or F02-PAE form (depending on the case), proof of payment, and identification or legal standing documents depending on whether the applicant is a federal permit holder or the cargo owner.
Some procedures remain, but with updated IDs and requirement lists:

Complementary permits for passenger transport operators authorized by state or municipal authorities (SICT-03-015), including the F01-PC form and updated documentation and insurance requirements.

Assignment (cession) of rights and obligations tied to permits (SICT-03-020), including online preregistration, ID, a notarized assignment instrument or judicial resolution, vehicle ownership or possession documentation, proof of payment, and additional insurance depending on the permit type.

Permit to operate or exploit a federal passenger terminal (SICT-03-024), using the F02-TP form plus legal standing documents and proof of payment.
The agreement also removes multiple DGAF procedures from the catalog, including items such as the registration of passenger service schedules, notices of operating agreements between permit holders, vehicle release letters from deposit, registration of passenger transport fares, and certain complaint-related procedures
