Chamber of Deputies Greenlights Duty Increases in Key Sectors

The Finance and Public Credit Committee of the Chamber of Deputies approved the Federal Rights Law with 22 votes in favor and 10 against, increasing duties related to mining, migration, and the use of Protected Natural Areas. President Claudia Sheinbaum emphasized the potential to further enhance public revenue without resorting to a fiscal reform.
The Ministry of Finance (SHCP) proposed raising the special and extraordinary mining duties from 7.5% to 8.5% and from 0.5% to 1%, respectively, starting in 2025. These changes, according to the SHCP, aim to align with global trends in rising mineral prices and ensure fair contributions from those benefiting from these resources. However, CAMIMEX has warned that this increase in mining duties could jeopardize over US$6.9 billion in projected investments over the next two years.
For migration, the fee for services at airports for passengers departing on international flights will increase by 20%, rising from MX$185.91 to MX$223.09. Additionally, fees for non-extractive use of natural and scenic elements in marine, insular, and terrestrial Protected Natural Areas for recreational, tourist, and sports activities will be doubled.
Through these fee increases, the federal government expects to generate MX$374.4 billion in revenue next year from rights, uses, and products, reflecting a 37.3% real increase compared to 2024.
"There is still considerable potential to reduce tax evasion and improve tax compliance by simplifying the payment process. We should focus on this before considering a fiscal reform. Without a fiscal reform, López Obrador increased taxes by ensuring large businesses that previously avoided taxes started paying their fair share. Taxes must be paid."
