SICT Issues Tenders for Passenger Train Environmental Studies

On Jan. 6, the Ministry of Infrastructure, Communications, and Transportation (SICT), through the Directorate General of Railway and Multimodal Development, launched a national public tender for the preparation of environmental studies for the Saltillo-Nuevo Laredo and Queretaro-Irapuato railway segments.

The tender aims to carry out studies that ensure the projects’ sustainability by assessing their environmental impact and compliance with regulations. These studies aim to evaluate land use, environmental impacts, mitigation strategies, archaeological considerations, and regulatory compliance. The studies will ensure the railway segments adhere to sustainability standards and promote environmental stewardship.

The Directorate General of Railway and Multimodal Development highlights the importance of conducting comprehensive environmental studies across the railway routes.

Proposals Received

Eight consulting firms submitted proposals for the Saltillo-Nuevo Laredo segment:

  1. Consultoría Ambiental y Desarrollo Sustentable S.A. de C.V. – MX$8.45 million

  2. Soluciones Ecológicas Integrales S.A. de C.V. – MX$9.2 million

  3. Ingeniería Ambiental del Norte S.A. de C.V. – MX$7.89 million

  4. GeoEstudios y Proyectos S.A. de C.V. – MX$10.5 million

  5. Sistemas Ambientales Avanzados S.A. de C.V. – MX$9.75 million

  6. Gestión Ambiental Estratégica S.A. de C.V. – MX$8.2 million

  7. Grupo de Ingeniería y Ecología S.A. de C.V. – MX$9.05 million

  8. Ambientalistas Unidos S.A. de C.V. – MX$8.7 million

 

For the environmental studies of the Queretaro-Irapuato segment, 20 companies submitted proposals, but only 13 presented a budget:

  1. ADHOC Consultores Asociados – MX$4.64 million

  2. Bioconsultores Soluciones Sustentables – MX$4.8 million

  3. Consorcio Ambiental Padilla y Valencia – MX$6.58 million

  4. Ecoser – MX$5.12 million

  5. Escosfera Consultoría Desarrollo y Supervisión Ambiental – MX$17.15 million

  6. Ecotono Estudios Ambientales – MX$4.03 million

  7. Geo Bios Sustentabilidad Ambiental – MX$8.55 million

  8. Grupo Selome – MX$4.79 million

  9. Idom – MX$10.38 million

  10. Obras y Servicios Jisa – MX$14.53 million

  11. Scala Supervisión Consultoría Asesoría y Laboratorio – MX$5.99 million

  12. Servicios Especializados en Consultoría en Impacto y Riesgo Ambiental – MX$2.07 million

  13. Tecnología Urbana y Ambiental de México – MX$4.75 million

The winning bidder will sign the contract on Feb. 11, 2025, with services starting on Feb. 14, 2025.

The Saltillo-Nuevo Laredo segment covers about 300km, benefiting Coahuila, Nuevo Leon, and Tamaulipas. The construction of the Queretaro-Irapuato segment will enhance 113km across Guanajuato and Queretaro.
