In April 2025, structured urban passenger transport systems across Mexico’s major metropolitan areas experienced a decline in both the number of passengers and kilometers traveled, according to data from the Urban Passenger Transport Statistics (ETUP). This report, which details mobility trends in several key cities, highlights a general downward trend, with Queretaro standing out as the only city showing growth.

The urban transport system serving the 16 boroughs of Mexico City and the adjoining municipalities in the State of Mexico transported 168.3 million passengers, representing a 2.7% decrease compared to April 2024. The total distance covered by the system was 29.4 million km, down 2.1% year-over-year.

Guadalajara saw a sharper decrease in ridership, with 25.3 million passengers transported, a drop of 11.4% annually. The distance traveled also declined by 1.6%. Leon reported an even steeper fall, transporting 14.6 million passengers, 14.8% less than the previous year. The system covered 4.5 million km, a reduction of 3.8%. Monterrey transported 12.5 million passengers, marking a 12.7% decline. The distance covered decreased substantially by 26.6% compared to April 2024.

Other urban centers also experienced drops in passenger numbers, including: Pachuca, which was down 17.5%; Chihuahua, down 12.8%; Acapulco de Juarez, down 8.5%; and Puebla, down 3.9%.

Contrary to the national pattern, Queretaro was the only city to register growth, with a 30% increase in passengers compared to April of the previous year.
