Mexico Advances Gender, Climate Policy in NDC 3.0 Dialogue

The Mexican government hosted the Gender, Human Rights, and Climate Change Dialogue toward NDC 3.0, bringing together federal institutions to review the Strategic Plan on Gender, Human Rights, and Climate Change as part of the country’s effort to strengthen its third Nationally Determined Contribution (NDC).

The event, organized by the Monitoring Committee made up of the Ministry of Environment and Natural Resources (SEMARNAT), the Ministry of Foreign Affairs (SRE), the Ministry of Women (MUJERES), and the National Institute of Ecology and Climate Change (INECC), also included technical support from German development agency GIZ and participation from over 90 federal officials.

The third NDC, to be presented at COP30 in Belém, Brazil, from Nov. 10 to 21, is Mexico’s next commitment under the Paris Agreement. It is expected to focus on mitigation and adaptation, introduce a new component on loss and damage, and strengthen the cross-cutting focus on gender equality, human rights, and intersectionality.

Participants engaged in two working groups to review strategic actions related to mitigation, adaptation, and loss and damage. Each table conducted a technical review and provided feedback to support implementation and policy alignment across sectors. The United Nations Development Programme (UNDP) also presented findings from the “Women’s Voices in the Climate Crisis” project.

The dialogue marked a milestone in the development of a gender-responsive, rights-based NDC. According to organizers, the process aims to align climate action with justice, inclusion and equality principles.

In addition to the core institutions, the dialogue included representatives from a broad range of federal agencies, including the ministries of Agriculture, Culture, Urban Development, Education, Energy, Interior, Finance, Infrastructure, Navy, Health, Tourism and Labor. Other participants included PEMEX, CFE, CONAGUA, CONANP, CONAFOR, INEGI, INPI, and various environmental, disaster prevention, and biodiversity agencies.
