Mexico, Canada Announce Comprehensive Strategic Partnership

President Claudia Sheinbaum and Canadian Prime Minister Mark Carney launched a new Comprehensive Strategic Partnership aimed at deepening ties between the two countries. The initiative is designed to advance progress in shared prosperity, security, inclusion, and sustainability.
The partnership will be guided by the Canada-Mexico Action Plan, which outlines key areas of cooperation. These include prioritizing the development of long-term infrastructure, including ports and energy corridors, creating a new bilateral security dialog to combat transnational organized crime, and building more opportunities for trade and investment in sectors such as energy, critical minerals, and agriculture. "Canada and Mexico are entering a new era of cooperation. We are elevating our partnerships in trade, investment, energy, and security to create more opportunity for Canadian workers, expanded markets for Canadian businesses, and more certainty for Canadian investors," said Prime Minister Carney.
To support the new partnership, Prime Minister Carney announced US$9.9 million in new funding. This includes US$5.5 million for a UN-led project to support the integration of migrants and displaced people in Mexico and US$4.4 million through the UN Office on Drugs and Crime and the Royal Canadian Mounted Police to bolster Mexico’s efforts to combat the trafficking of fentanyl and other synthetic opioids. Prime Minister Carney also announced a forthcoming trade mission to Mexico to be led by Minister Dominic LeBlanc.
In preparation for the 2026 FIFA World Cup, which will be co-hosted by the two nations and the United States, Secretary of State for Sport Adam van Koeverden will serve as Canada’s FIFA Sherpa, working with his US and Mexican counterparts.
USMCA’s Importance
Following their meeting, both leaders expressed their commitment to coordinate closely on the upcoming USMCA review, which both described as the best trade deal for the region. President Sheinbaum stated she was optimistic about the working groups that will begin in the coming months.
“Within the USMCA framework, our economies are strengthened, and we seek greater investment and greater trade. What we agreed upon in terms of our bilateral relationship is to increase investment and trade in different areas,” said President Sheinbaum.
