Arevon Energy Launches Eland Solar-Plus-Storage in LA

Arevon Energy has inaugurated one of the largest solar and battery storage projects in the United States, designed to supply clean energy to more than 266,000 homes annually in Los Angeles. The Eland Solar-plus-Storage Center, developed in two phases—Eland 1 and Eland 2—will provide 400 MW of solar power and store up to 1,200 MWh of energy. Once fully operational, the project will account for 7% of Los Angeles’ total energy consumption.

Mayor Karen Bass called the project a milestone in the city’s transition to 100% clean energy by 2035. “The Eland Solar-plus-Storage Center will generate enough energy to supply more than 266,000 homes and raise the city’s clean energy share above 60%,” she said.

The project is part of a long-term power purchase agreement between the Los Angeles Department of Water and Power (LADWP) and Arevon, which developed and operates the facility. The average cost of generation and storage is about 4 cents per kilowatt-hour, making it one of the most cost-efficient projects of its kind.

Phase 1 was completed in December 2024. With Phase 2 now online, Los Angeles expects to reach 64% clean energy by the end of 2025. The agreement is projected to save ratepayers hundreds of millions of dollars over its 25-year term.

“This has been the lowest-cost solar and storage project, which translates into more affordable bills for our customers,” said Janisse Quiñones, LADWP CEO.

The project is part of Los Angeles’ broader renewable energy strategy, which already includes over 1,100 MW of large-scale solar capacity. Eland is LADWP’s first integrated large-scale solar and battery system, designed to deliver stored solar power during evening peak demand. It also complements renewable generation from the Barren Ridge Renewable Energy Corridor in the Mojave Desert.
