Q: What is and how does INFOTEC drive the digitalization of the business and economic landscape in Mexico? 

A: INFOTEC is a unique self funded organization, distinguished both legally and in terms of policy, setting us apart within the government and globally. We operate as a deconcentrated organization, a trust, and a public research center, making our operations both intricate and multifaceted. INFOTEC’s activities can be categorized into three segments.

The first is our Research & Innovation division, which also encompasses our research and academic initiatives. In academics, we offer postgraduate studies, doctorates, master’s degrees, technical programs, diplomas, certifications, and courses—all focused on technology, with an added emphasis on regulatory aspects, making these programs truly innovative.

The second segment is our Data Center and Infrastructure Services, which includes the largest government data center in Aguascalientes. This Tier III and TIA 942 Level C certified facility offers a variety of services, including white floor space, virtual machines, cybersecurity, monitoring, and connectivity.

The third aspect is our  software fabric that  develops technology for the government while also creating proprietary systems, such as our Payroll System and NUBE BY INFOTEC cloud service. By leveraging open-source platforms, we avoid licensing costs, thereby making technology more accessible and fostering technological inclusion.

Q: How is INFOTEC uniquely positioned to meet Mexico’s Information and Communication Technology (ICT) needs, and why should clients choose it over private providers? 

A: As a self-funded organization, INFOTEC operates more like a company than a typical government agency. This unique position, combined with our integration within the government ecosystem through the National Council of Humanities, Science and Innovation (CONAHCYT) and our role in the national network of Public Research Centers, grants us critical foresight into policy changes, access to high-impact projects, and a global perspective on technological trends.

These strategic advantages allow us to go beyond merely providing services. By blending research, education, and development, we deliver holistic ICT solutions that not only meet immediate needs but also align with Mexico's long-term strategic vision. Our commitment to open-source development and technological sovereignty is actively transforming Mexico from a tech consumer to a producer. Q: What strategies facilitated INFOTEC's turnaround from bankruptcy to a thriving institution? 

A: INFOTEC’s turnaround was achieved through a combination of financial discipline, strategic planning, and a fearless approach to innovation. By enforcing strict financial discipline and developing a strategic plan focused on finance, image building, technological capacity, and legal reform, we established a clear roadmap for recovery and growth.

Our shift to a "fearless" mindset allowed us to embrace agility and operate with a company-like approach within the government framework. This transformation helped us break free from traditional constraints and swiftly address emerging challenges.

Recognizing the limitations of relying heavily on third-party services, we moved towards direct service delivery. This strategic shift enabled us to forge key partnerships with technology giants like Amazon, Google, and Huawei, even during financial hardships. These alliances not only improved our cash flow and enhanced our credibility but also opened doors for further collaborations.

Through these combined strategies, INFOTEC overcame significant debt, rebuilt trust, and positioned itself as a thriving institution capable of meeting Mexico's evolving ICT needs.

Q: How do INFOTEC's programs boost digital literacy in Mexico and what real-world skills do they provide? 

A: INFOTEC's programs, ranging from our Técnico Superior Universitario (TSU) studies to specialized initiatives such as the “Her in STEM” and the “IA 1000” Program, tackle Mexico's digital literacy gap by offering accessible, high-quality tech education and training. These programs equip individuals with practical skills for in-demand careers in areas like open source development, cloud computing, cybersecurity, and data center management. We go beyond theoretical knowledge to cultivate a new generation of tech professionals capable of driving innovation and digital transformation throughout Mexico. Our collaboration with the Innovation Ministry of El Salvador on TSU programs and the IA 1000 initiative demonstrates our commitment to extending digital literacy beyond borders.

We take particular pride in programs like the HER scholarship, which breaks down barriers and empowers women to pursue and grow their careers in traditionally male-dominated STEM fields.

Q: How is Mexico transitioning from being primarily a technology consumer to a producer, and what role should government policies play in supporting this shift? 

A: Mexico's transition from a technology consumer to a producer is gaining momentum, with government policies playing a crucial role in accelerating this shift. By creating a supportive regulatory environment, investing in research and development, promoting digital literacy, and supporting domestic technology companies, the government is laying the groundwork for innovation and growth. At INFOTEC, we are a key player in realizing Mexico’s potential as a technology leader. With continued government support, we aim to expedite this transition, advance the nation technologically, and inspire a new generation of innovators.

A notable example of this effort is the CFE Internet Para Todos project, which aims to extend connectivity to underserved areas across the country. INFOTEC plays a significant role behind the scenes, managing many aspects of this extensive initiative. Our data center hosts much of the equipment that controls central Wi-Fi access points, supporting the deployment of connectivity infrastructure. This involvement underscores the broad and impactful role that a government agency like ours can play in large-scale technology projects.

Q: What expectations does INFOTEC have for the future of technology in Mexico, especially in light of recent reforms? 

A: INFOTEC has high expectations for the future of technology in Mexico, particularly in light of recent reforms. We aim to continue driving digital transformation and innovation, leading the way in adopting emerging technologies such as AI and machine learning. Our unwavering commitment to open technologies positions INFOTEC as a pivotal force in shaping the country's tech landscape.

Although the specifics of our role within the new Ministry of Humanities, Science, and Innovation, and the Digital Agency are still emerging, we are confident that our ongoing projects align with the Presidency's 100 Step Plan. We are prepared to make significant contributions as the technological cornerstone of the government.

Optimistic about our future, we intend to leverage our unique position to collaborate with various organizations and institutions. Our ability to connect research, education, and practical application, combined with our dedication to open technologies and digital inclusion, sets us up to play a central role in Mexico's technological advancement. Staying ahead of technological trends is essential. We plan to proactively integrate emerging technologies such as AI and quantum computing, positioning Mexico as a leader in innovation. Our efforts will also focus on facilitating technology adoption across various sectors, providing guidance and support to organizations in leveraging technology effectively.
