Mexico Issues Regulations to Strengthen Energy Framework

Mexico’s federal government published the regulations for six secondary laws that strengthen the country’s energy framework, marking a new stage in the implementation of the administration’s energy model. The new rules, published in the Official Gazette (DOF) on Oct. 3, govern activities in the hydrocarbons, electricity, energy planning and transition, biofuels, geothermal, and hydrocarbon revenue sectors.

Developed under SENER’s leadership, the regulations are the result of a collaborative effort across multiple federal agencies and decentralized bodies. Together, they aim to establish a more coherent, sustainable, and sovereign energy system aligned with national priorities.

The regulatory package builds upon the 2024 constitutional reforms on strategic industries and organizational simplification, and the subsequent secondary legislation issued in March 2025. It introduces detailed procedures, permits, participation mechanisms, and timeframes for regulated activities, offering greater legal clarity to both public and private stakeholders.

Among the highlights, the Regulation of the Energy Planning and Transition Law ensures coordinated long-term sectoral development, while the Electricity Sector Regulation reaffirms state leadership in power generation. The Hydrocarbons Sector Regulation defines criteria for exploration and extraction, including rules for mixed development assignments and traceability across the value chain.

Additional regulations address biofuels, developed jointly with the agriculture and environment ministries, geothermal energy use, and hydrocarbon revenue management. Together, they form a modernized framework for Mexico’s energy policy, reinforcing SENER’s goal of ensuring a sovereign, fair, and sustainable energy sector for the Mexican people.
