Construction Activity Grows 3.8% in October 2025

The construction sector registered a 3.8% increase in October 2025 compared to the previous month, marking the most significant expansion among Mexico's industrial components, according to INEGI. While activity showed a modest increase, the production value of the construction sector recorded a double-digit contraction. According to INEGI’s Monthly Indicator of Industrial Activity (IMAI), this growth in construction contributed to a 0.7% overall rise in industrial activity for the month.
While the industrial landscape showed mixed results, construction demonstrated resilience in year-on-year comparisons as well. In seasonally adjusted annual terms, the sector grew by 1.5% compared to October 2024. When observing original figures, the sector's annual increase stood at 2.5%. This annual performance was driven primarily by the Building subsector, which expanded by 7.4%, and Specialized Construction Works, which saw a 5.7% rise. In contrast, the Civil Engineering Works subsector experienced a contraction, declining 20.8% compared to the same month in 2024.
The general industrial activity index, despite the monthly gain, recorded a 0.7% decline annually. Apart from construction, the sector comprising the generation, transmission, and distribution of electric energy, as well as water and gas supply, increased by 1.6% monthly and 1.7% annually. The Mining sector posted a 0.7% monthly growth but fell by 0.7% year-on-year. Manufacturing industries faced a downturn, decreasing 0.3% from September 2025 and 1.4% annually.
Construction Production Value Contracts
In parallel data reported by INEGI’s National Survey on Construction Companies (ENEC), the production value of construction companies in Mexico registered a year-on-year 14% contraction in October 2025. However, on a monthly basis, the production value registered a slight increase of 0.1% compared to September 2’25.
Although production value showed marginal monthly growth, total personnel occupied in the construction sector increased by 0.2% in October compared to the previous month. The survey reported a 1.4% monthly increase in total hours worked within construction companies, while year-on-year, total hours worked fell by 7.0%. Regarding earnings, real average remuneration increased by 0.4% in October 2025 compared to the previous month.
ENEC reports that the states with the highest growth in production value were Quintana Roo with a growth rate of 140%, Guerrero with 42.7%, and Baja California Sur at 41.1%. In contrast, the states recording the most significant annual declines in production value were Oaxaca, which recorded a contraction of 73.3%, Campeche at 68.1%, and Tabasco at 64%.
