Quintana Roo Delivers 225 New Homes Under Housing Initiative

Quintana Roo advanced its affordable housing agenda with the delivery of 225 new INFONAVIT homes in Playa del Carmen, part of the federal Housing for Well-Being program. The state also issued 497 FOVISSSTE mortgage releases and 193 property titles through the National Institute for Sustainable Land (INSUS).

“These first 225 homes are only the beginning. Nearly 1,000 families in Playa del Carmen will gain access to dignified housing through Edén Bienestar,” says Governor of Quintana Roo Mara Lezama.

The 225 homes delivered in Playa del Carmen form the first phase of 992 total units planned for Edén Bienestar, a development designed specifically for workers who sustain Quintana Roo’s tourism-driven economy. With rapid population growth, rising housing prices, and limited access to ownership, the region has long faced severe affordability challenges.

Octavio Romero, Director General, INFONAVIT, says that Quintana Roo has become a priority territory under the new housing strategy. The institute’s original goal of building 11,000 homes in the state was expanded nearly sixfold to 64,000, one of the largest increases in the country.

Key advances include: 13,000 new homes already built and 54,000 families benefiting from interest reductions, discounts, and full debt forgiveness, with 134,000 additional beneficiaries expected by year-end. The state also stands among the top recipients of new INFONAVIT housing nationwide, with 672 homes scheduled for delivery by the end of 2025, second only to Tamaulipas.

One of the most significant impacts in the state has been INFONAVIT’s restructuring of unpayable mortgage loans, many of which had grown exponentially under previous financing schemes. Nationally, more than 2 million loans have already been restructured, and Quintana Roo has been one of the states with the largest share of beneficiaries.

Families have received: principal reductions, lower interest rates, full debt cancellation in severe cases, and access to simplified credit requirements for low-income earners. 

Young workers from age 18 and single-parent households in Quintana Roo can now access INFONAVIT financing more easily, opening the door to homeownership for segments previously excluded from formal credit programs.

The federal government’s Housing for Well-Being program aims to ensure that workers in fast-growing cities like Playa del Carmen, Cancun, and Tulum can remain in their communities despite rising costs. SEDATU reports that the state is among the fastest-advancing regions in its 2025 goals.

Authorities had confirmed that 6,401 completed homes nationwide will be delivered between November and December 2025 through a SEDATU-led initiative that includes 4,871 homes built by INFONAVIT and 1,530 delivered by CONAVI, reinforcing INFONAVIT’s central role in expanding affordable housing across the country. 

President Claudia Sheinbaum has emphasized that her first year in office will close with more than 6,000 new homes delivered through INFONAVIT, FOVISSSTE, and CONAVI, as part of a broader housing plan that includes restructuring 5 million unpayable INFONAVIT loans, building 1.3 million new homes of at least 60m², executing 430,000 home-improvement projects, and expanding access to families who lack INFONAVIT or FOVISSSTE benefits.
