Security Assessment / Contact With North American Leaders

Security Assessment. Marcela Figueroa, Head, Executive Ministry of National Public Security (SESNSP), presented the preliminary crime incidence report for March 2025. The report indicates that as of March 24, 2025, the annual daily average of intentional homicide victims decreased by 27% compared to January 2018. The monthly daily average of deliberate homicide victims decreased by 22.4% compared to January 2024. From March 1 to March 24, six states accounted for 49.2% of Mexico's intentional homicides: Guanajuato with 11.2%, the State of Mexico with 7.8%, Chihuahua with 6.7%, Baja California with 6.1%, Sinaloa with 5.9%, and Sonora with 5.6%.

Minister of Security Omar García Harfuch presented security updates from Oct. 1, 2024, to March 23, 2025. During this time, authorities detained 15,887 people for high-impact crimes. Significant seizures included 134.7t of drugs, with notable amounts of fentanyl, and over 8,000 firearms. Additionally, 644 clandestine methamphetamine laboratories were dismantled.

In the north, operations resulted in 1,748 arrests and the seizure of 1,542 firearms, along with over 23t of drugs. Authorities also seized 195 properties. In Sinaloa, operations led to 1,080 arrests, the seizure of 1,489 firearms, and over 51t of drugs, and the dismantling of 68 laboratories.

Harfuch also reported the arrest of four persons with a weapons arsenal in Jalisco, and the capture of Javier "N," an FBI-wanted suspect, in Veracruz. Actions related to the Teuchitlan case resulted in the removal of 67 accounts used for recruitment by the Cartel Jalisco Nueva Generación (CJNG). 

Meeting With Kristi Noem. President Claudia Sheinbaum announced she will meet with US Secretary of Homeland Security Kristi Noem, on March 28, 2025. The meeting is scheduled to discuss the results of their joint security work. Sheinbaum emphasized that the discussion will focus on security outcomes, and not on tariff issues.


Contact With Mark Carney. President Sheinbaum announced that she will soon communicate with Canadian Prime Minister Mark Carney. She confirmed that both leaders have sought to establish contact, but scheduling conflicts have prevented a call.  Sheinbaum and Carney have expressed a desire to strengthen relations between their countries.
