Puebla Announces New Investments Before Year-End
The state of Puebla will receive new investments before the end of 2025, with official announcements expected this November, according to the Ministry of Economic Development and Labor (SEDETRA). The new projects will primarily focus on the San Jose Chiapa development hub, home to Audi’s automotive plant.
Víctor Chedraui, Head, SEDETRA, said the state government is evaluating a portfolio of potential companies that could establish operations in the “Capital of Technology and Sustainability” development zone.
Contradicting recent comments from the Business Coordinating Council (CCE), which suggested no new investments would arrive before the end of the year, Chedraui emphasized that corporate decisions take time and depend on several strategic and logistical factors.
Chedraui highlighted Puebla’s appeal for manufacturing companies in the textile, automotive, food, and renewable energy sectors. In September, he announced existing investment commitments totaling MX$2.1 billion for the state’s economic development poles.
Chedraui confirmed that Governor Alejandro Armenta will announce the new investment projects this month as final negotiations with several companies conclude. These will include projects for both the San Jose Chiapa development hub and Puebla’s industrial zones.
“Puebla has strong competitive advantages, including a strategic location, excellent road and rail connectivity, a skilled workforce, and high innovation potential,” Chedraui said. He added that fiscal incentives will play a key role in accelerating economic growth and attracting new investors.
The state government is also designing a comprehensive plan to encourage companies to establish operations in Puebla, emphasizing its logistical advantages as a transit point between southern and central Mexico. SEDETRA is currently monitoring multiple investment projects, both short and medium-term.

Joined by Jaime Oropeza, Puebla Minister of Economy and Tourism, Chedraui highlighted that the city is advancing toward its consolidation as a smart city, leveraging technology and innovation to improve residents’ quality of life.
During meetings with global leaders and experts, the mayor shared details of the city’s ongoing initiatives, including the Puebla Brilla program, modernization of traffic light systems, and digital security measures designed to make public services more efficient.
“The future of cities depends on how technology is integrated into people’s well-being,” Chedraui said. “In Puebla, we are convinced that urban development must be orderly, inclusive, and sustainable.”
